It’s also important to begin considering a realistic path forward, including goals, timelines, and potential funding sources. Often, this step is straightforward, as many infrastructure needs are highly visible. Any underlying or future concerns can be identified and clarified with the help of a project engineer.

Engineering Reports
Before the project can proceed to final funding approval, several key technical and environmental steps must be completed, most of which are handled directly by our team at Eastern Engineering.

We will prepare a Preliminary Engineering Report (PER) that outlines the proposed solution, project scope, cost estimates, and feasibility. Alongside this, we conduct an Environmental Review of the project area to assess any potential impacts and ensure compliance with state and federal regulations.

These documents are essential requirements for moving forward with most funding agencies. Federal programs, in particular, will not proceed until each step is complete. In some cases, such as with the Community Development Block Grant (CDBG) program, the funding agency may handle the environmental review directly, but we remain involved to ensure coordination and compliance.

By managing these tasks for you, we help streamline the approval process and keep your project on track toward implementation.

Letter of Conditions
Once your funding has been approved, the funding agency will issue a Letter of Conditions (LOC) to both the town and the engineer. This important document outlines the specific steps and requirements that must be met before the project can move forward.

The LOC is a comprehensive document that includes several important items, such as signing funding agreements, establishing repayment schedules (if applicable), and verifying population data and demographics for the service area. It’s essential that town officials review and complete each requirement carefully and in coordination with the engineer.

While this administrative process is underway, Eastern Engineering will begin developing the final, detailed project design. This ensures that once all LOC conditions are satisfied, the project can move forward swiftly into approvals and permitting. This dual-track approach helps streamline the timeline which ensures that once all conditions are met, the project is ready to break ground without delay.

Final Submittal
With funding secured, detailed design completed, and coordination with town officials finalized, the project is now ready to move into the construction permitting phase.

At this stage, we submit the final engineering plans, the completed Letter of Conditions (LOC), and all required documentation for your review and approval. Once approved, we finalize documents for submission to the permitting process with the appropriate regulatory agencies to ensure compliance with all local, state, and federal requirements.

This is a critical step that bridges planning and construction. Our team works closely with permitting agencies to keep the process on track and minimize delays, which ensuring your project continues to move forward efficiently.

Bidding
Once the project has received final approval and permits are in place, we move into the bidding phase. During this stage, we publicly advertise the project, allowing qualified contractors to review the plans and submit their bids for construction.

The bid period typically remains open for 30 days. At the close of this period, we hold a formal bid opening which brings together the engineer, town officials, and bidding contractors to publicly open and record the submitted bids.

Following the bid opening, our team carefully tabulates the results, verifies accuracy, and checks for any discrepancies or disqualifying issues. Once confirmed, we work with town officials to award the contract to the lowest responsive and responsible bidder, ensuring the project moves forward with a qualified construction team at the best value.

Pre-Construction Meeting and Notice to Proceed
Before construction officially begins, we hold a pre-construction meeting to bring all key stakeholders together. This includes local officials, the contractor, funding agency representatives (when applicable), and our engineering team.

During this meeting, we review final project details and specifications, outline the construction schedule and expectations, and address any outstanding questions. This step ensures that everyone is aligned and ready for a smooth and coordinated construction phase.

At the conclusion of the meeting, we establish the official Notice to Proceed which is the date when construction is authorized to begin. This start date is typically set for 3-4 weeks after the pre-construction meeting to allow for final preparations by the contractor and client.

Substantial Completition
As construction wraps up, the project enters the closeout phase. During this time, the project engineer will conduct a final review of the project to certify that all work has been completed according to the approved plans, specifications, and applicable codes.

We also coordinate with town officials and the funding agency to finalize all project documentation, confirm final payments, and resolve any outstanding items. Once everything is in place, the system is officially turned over to the town for operation.
