Smarter Planning.
Better Infrastructure.
Stronger Communities.
Aging utility systems create a wide range of challenges for small towns. Flooding and high water/sewer bills are just two of many issues that arise when water, wastewater, or stormwater systems are not properly maintained. Meeting regulatory requirements and providing consistent attention to these systems is often overlooked, and the long-term effects of inaction can result in major infrastructure failures, increased public-health risks, and significant financial burdens on communities.

Eastern Engineering partners with towns to rehabilitate or expand existing water and sewer systems, and we also design completely new utility systems for areas without access to community water or wastewater services. System expansions are an effective way to open pre-developed areas for commercial growth, or to provide safe, reliable service to residential neighborhoods currently relying on wells and septic tanks.

With over 100 years of combined engineering experience, our team delivers solutions through innovative design, practical planning, and a full-service project management approach. We guide each project from the earliest conceptual stages through final construction closeout. By staying engaged throughout the entire process, we help ensure projects stay on schedule and within budget thereby minimizing delays, reducing cost impacts, and supporting long-term community success.

Water System Issues

One of Eastern Engineering’s core goals is to ensure that every community has access to a reliable, safe community water system. While easily overlooked, the reality is that many, especially in rural areas, still rely on private wells. These wells come with significant challenges: ongoing maintenance, unpredictable performance, potential contamination, and the risk of running dry. When repairs or replacements are needed, the financial burden falls entirely on the homeowner.

Even for residents already connected to community systems, many of those systems are aging and outdated. Water main breaks, for example, can introduce contaminants directly into household plumbing. When lead, bacteria, or other hazards reach the tap, communities rightfully become alarmed. Older systems simply were not built to meet today’s standards for safety, capacity, or reliability, leaving many areas in need of substantial upgrades or even a completely new water system.

Even if your community does not face these issues today, other factors may still impact the quality and performance of your utilities. One of the most significant is fire flow. Water lines must maintain adequate pressure to ensure fire hydrants can provide enough flow for emergency response. A system’s flow and pressure capacity also directly affect whether a town can grow by supporting new homes, new businesses, and future development.

These challenges are the types of issues we address every day. Eastern Engineering guides communities through identifying the problem, planning the solution, and implementing the improvements needed to ensure long-term reliability. Whether your town needs a small addition to an existing system, a full expansion to serve residents currently on wells, or the design of a completely new water utility system, our experienced engineers have the expertise to deliver practical, compliant, and community-focused solutions.

Wastewater System Issues

Just as homeowners must regularly maintain a septic system, community sewer systems also require consistent upkeep and many are not receiving it. For the 80% of Americans connected to a community sewer system, wastewater flows to a treatment facility where it is processed, cleaned, and discharged according to regulatory standards.

But what happens when a facility fails to properly treat that wastewater? Unfortunately, the headlines tell the story. Across the country, aging and undersized facilities are struggling to meet regulatory requirements, resulting in contaminated discharge entering streets, homes, rivers, lakes, and wetlands. When this happens, the impacts spread far beyond the facility: fish population declines, public health risks increase, tourism suffers, and agricultural operations are affected. These consequences often remain hidden until the problem is severe and by then, the community is facing a major crisis.

Another widespread issue involves combined sewer and stormwater systems. In many states, sewer lines and storm drains are interconnected. During flooding or heavy rainfall, these systems become overwhelmed, causing sewage overflows that discharge directly into natural waterways.

Aging infrastructure also plays a major role. Older sewer pipes are often too small to handle today’s population demand combined with stormwater loads. As pressure builds, leaks become more frequent which allows untreated sewage to seep into surrounding soil and water sources which further increases environmental and public health risks.

This is why Eastern Engineering conducts comprehensive system evaluations to determine the best path forward for each community. We can design targeted improvements to your existing system, identify opportunities for strategic tie-ins or expansions, or develop plans for an entirely new sewer utility.

  • Engineered septic system design
  • Site plan development
  • Commercial/Residential grinder pump station design
  • Septic Tank Effluent Pump (STEP) system design

Engineered Septic System Issues

In many rural areas, homeowners and developers rely on traditional septic systems for wastewater disposal. However, not all sites meet SCDES soil requirements during PERC testing. Poor soil conditions such as high groundwater, dense clay, slow percolation rates, or limited available land can prevent a standard septic system from being approved. When this happens, property owners are often left feeling as though development must stop or that the site simply cannot be used.

This is where engineered septic solutions become essential. Unlike conventional systems, engineered systems are specifically designed to overcome challenging soil or site constraints while still meeting all regulatory standards for treatment, dispersal, and public health protection.

Eastern Engineering has extensive experience designing engineered septic systems tailored to difficult sites that fail PERC testing. Our team evaluates site conditions, soil characteristics, contour elevations, and available space to determine the most effective system configuration. Depending on the needs of the property, this may include solutions such as advanced pretreatment units, low-pressure dosing systems, engineered drain fields, drip dispersal systems, or elevated fill systems.

By combining precise site analysis with proven engineering design, we help property owners move forward with safe, compliant wastewater solutions even on parcels considered unsuitable for traditional septic systems. Whether you’re working with a single residential lot or a larger development, Eastern Engineering can provide the engineered system design required to secure SCDES approval and keep your project on track.

Stormwater System Issues

Flooding is often the first sign that a community’s stormwater system is outdated or undersized. When many towns were originally built, there were no regulations requiring stormwater treatment, detention ponds, or designated runoff areas. As development has increased, replacing natural land with pavement, buildings, and industrial sites, communities have lost many of the natural flood-recession areas that once helped absorb heavy rainfall. Today, without updated infrastructure, these conditions result in frequent and sometimes severe flooding.

Modern stormwater design requires engineered solutions such as detention ponds, lakes, channels, culverts, and properly sized conveyance systems that direct excess runoff away from streets, homes, and businesses. When stormwater is not efficiently removed, flooding can overwhelm sewer systems, causing infiltration and backups. These overflows can introduce contaminants into yards, ditches, and public spaces, turning an infrastructure problem into a public-health concern.

Even communities with existing drainage features may still experience flooding if routine maintenance is lacking which is a common issue in many towns. Clogged ditches, blocked culverts, and unmaintained swales can significantly restrict flow, making even small storms capable of causing major issues. Additionally, inadequate stormwater management can drive up sewer treatment costs, as excessive rainwater enters the sewer system and must be processed alongside wastewater.

Eastern Engineering helps communities identify the root causes of these issues and develop long-term, cost-effective solutions. We assess existing systems, evaluate capacity needs, and determine the improvements required to reduce flooding, lower sewer treatment costs, and meet modern regulatory standards. With the increasing frequency of major storms across the South, proactive planning and design are essential to protecting your community moving forward.
